The theme is set at agency level, so every sub-account under that agency shares it. Groups that need different brands per location usually run them under separate agency accounts.
A few GoHighLevel screens load inside a frame from another domain, such as parts of Location Settings. Browsers do not let outside styles reach those areas, so they keep the stock look.
